A linked account refuses a different subject from the same provider, so this is how an administrator lets someone sign in with a new identity at that provider. The account and its password, if any, are kept; the next SSO sign-in that asserts the account’s verified email links it again. 404 for an unknown user, 409 when the user has no SSO link.
